

Miguel Galán is the president of the Spanish National Center for Coach Training (CENAFE), as well as an expert in sports law and sports administration. He has appeared in various media outlets for his involvement in the departures from the RFEF of Villar, Rubiales, and Rocha. He has recently been highly critical towards Javier Tebas’s management of LaLiga, especially his relationship with Real Madrid and Barça, and has correctly predicted the resolution of all the LaLiga president’s recent controversies. Galán spoke about those in a recent interview with Flashscore in which he took aim at Tebas for his handling of the registrations of Olmo and Víctor, among other things.
Regarding the registration of both players, Galán states, “As of December 31, 2024, FC Barcelona was under the 1-1 rule and that the licenses of Dani Olmo and Pau Víctor are automatically renewed beyond December 31. Because the condition of renewal until December 31, 2024, seems to me to be a contractual agreement, not a cancellation of a license. Therefore, as the CSD correctly stated, Dani Olmo and Pau Víctor currently have valid licenses, because no competent body has ordered their cancellation”, and Galán analyzes Tebas’ actions “I see bad faith bordering on an alleged crime of administrative prevarication”.
Asked about the controversial injunction requested by Tebas, Miguel Galán comments that “I already said that it had no chance of happening because, and I said it publicly on Twitter, this unprecedented injunction requested by La Liga does not have the appearance of good law, nor is there any risk of default,” and states that it is part of “a crusade against FC Barcelona that is going to cost him his job. It is costing him his job because Real Madrid, who has beaten Barcelona to it, have filed a complaint with the TAD (Spanish Football Association) and Barcelona are preparing their complaint because they are going to join Real Madrid as it cannot be otherwise, because Florentino is forcing Laporta to give Tebas the final blow now,” and that “if Barcelona files a complaint, Tebas will be 100% banned.”
The president of CENAFE also states that Barça remains within the 1-1 rule, since “on December 31, 2024, Barcelona presents a contract for the sale of the exploitation of VIP seats and, according to that contract, its payroll increases and enters the 1-1 rule,” since “I consider, legally speaking, that on December 31 it will already comply with the rule, because on December 31 it already had that contract,” and that it has not been able to get out of that 1-1 because “The league will have to review an agreement stating that Barça has left the 1-1 rule and that agreement can be appealed. While the league does not issue a resolution stating that Barça has left the 1-1 rule, the rest is just empty talk, newspaper headlines, and tweets from Mr. Tebas. There should be a resolution by a competent body stating that Barça is not in the 1-1 rule. And that has not occurred.”
